CGM investigates fraud at City Hall during the LGBT Parade

The General Comptroller of the Municipality of São Paulo (CGM) investigates irregularities in the organization of Gay parade held in June this year. At stake are R$1,3 million from municipal coffers.

According to investigations, there is suspicion of illegal maneuvers to hire the company SP Eventos. An employee da town hall responsible for organizing the Parade was dismissed last month. Investigations show that Eduardo Cardoso, former technical advisor to the Municipal Human Rights Secretariat, had direct participation in the choice of SP Eventos

The company was hired no bidding for around R$ 1,3 million to ensure the structure of the Parade, with the provision of a stage, sound and lighting equipment and the entire structure around the event, such as chemical bathrooms. The Parade was held on June 7th.

The CGM informed that it will only comment on the case after the conclusion of the investigations, which are already in the final phase.

Second Nelson Matias, director of APOGLBT (Parada Association), the articles published in the press are biased, starting with the title, “CITY HALL INVESTIGATES FRAUD IN THE GAY PARADE”. "First of all, the title should be, to be ethical at the very least: CGM (General Comptroller of the Municipality) INVESTIGATES FRAUD IN THE CITY HALL DURING THE LGBT PARADE".

"We know that most people only read the title of the article and then make value judgment, and it needs to be clear that the association does not receive a cent from the city hall. The city hall provides the event infrastructure and must be transparent. We sent a letter requesting authorization for the Parade in November 2014 and it was only in May 2015 that it was published in the official gazette." APOGLBT will soon issue an official note on the matter.

O activist André Pomba who was a municipal councilor for two terms, comments that the strangest thing is how an annual event like the LGBT Pride Parade, which could be planned correctly, demands urgency in a contract that could be done through bidding well in advance: "This is all a matter of poor management by the LGBT Policy Coordination, which in addition to cutting the funding for the Parade's infrastructure, also misinvests the funding directed to the event".

Pomba is also concerned about the reaction of fundamentalist sectors. "It's a shame that once again they are going to use a flaw that is exclusive from City Hall, to try to reach the Parade", concludes the activist.
